Village of Covington, Ohio

Covington is a village in Miami County, Ohio and was incorporated in 1835 on the site of the 1793 Fort Rowdy. Laid out in 1816, Covington was previously known under the names of Friendship, Newberry, and Stillwater. A post office called Stillwater was established in 1825 and changed to the name of Covington, Ohio in 1836.

Old Rudy Elevator Property

The Property is owned by the Village of Covington, which acquired the property in July 2021. The identified past use of the Property dates back to 1899 when it was first used for commercial purposes. There are two structures on the Property: a 5,452 square-foot warehouse building and a 7,476 square-foot former grain elevator building. The warehouse building was originally constructed prior to 1899. The grain elevator was originally constructed in 1905. The remainder of the Property consists of paved parking in the southern portion and grassy/gravel areas in the north and western areas.

The Phase I ESA identified Sanborn maps from 1899 through 1946. The maps depict the Wolf and Jones Tobacco Warehouse on the Property in 1899 and three sets of railroad tracks on its eastern side. In 1905, the Louis Peters & Co. Tobacco Warehouse is depicted, along with the S.J. Rudy Grain Elevator. Four sets of railroad tracks are present between the two buildings. A third building is present in 1910, at the northeast corner of the Property and is labeled as a dwelling. In 1946, the National Leaf Tobacco Company warehouse and S.J. Rudy & Sons Grain Elevator are present, and the dwelling was then labeled a farm supply warehouse.

In October 2021, the Village paid to remove all asbestos from the structure (and a noisy metal flap).

Demolition 

The Village has applied for Brownfield Remediation Program funding under HB110 through the Ohio EPA.  The grant would fund the demolition of the two primary structures and defray some of the costs associated with getting the property ready for construction related to Schoolhouse Park.  If full or partial funding is obtained through HB110 in Spring 2022, which is anticipated, the Village will hire a contractor to remove the structure right away and the space will be made into a gravel parking lot until funds are made available to pave and put in curbs in the proposed parking area.
