Village of Covington, Ohio

Covington is a village in Miami County, Ohio and was incorporated in 1835 on the site of the 1793 Fort Rowdy. Laid out in 1816, Covington was previously known under the names of Friendship, Newberry, and Stillwater. A post office called Stillwater was established in 1825 and changed to the name of Covington, Ohio in 1836.

Utility Accounts / Bills

Utility Accounts

Every person, company, or corporation desiring water or sanitary sewer service shall make an application for service, in writing, on a form supplied by the Village. The forms must provide the name of the owner or operator of the company or corporation who is authorized to represent the company or corporation and can be contacted regarding the application, provided services, or in the case of emergencies.

For all account an acceptable proof of identification must be presented at the Government Center showing that the name on the form is the person who is applying. Acceptable proof of identification includes a photo ID, such as a driver’s license, Federal Passport, or state ID card.

If any delinquency exists for new service customer, this must be resolved prior to new service being completed.

Completed applications may be emailed to billing@villageofcovington.com in lieu of coming into the Government Center, but copies of all materials must be provided including copies of required identification, and all documents must be signed with an original signature before being scanned in. Incomplete applications will not be accepted via email.

Owner Occupied

“Utility Service Application – Owner” must be completed for each service by the property owner. In addition, one of the following must be provided:

  • a. Copy of deed showing property ownership in the name of the applicant(s);
  • b. Copy of closing papers from title company showing property ownership in the name of the applicant(s);
  • c. If the property has not yet closed, a copy of the accepted Contract to Purchase showing the name(s) of the intended purchaser(s) of the subject property.

Tenant / Renter Occupied

If the bill for utility services is to be paid by another person other than the property owner, namely a tenant or lessee, a “Utility Service Application – Tenant” must also be completed. In addition, a copy of the lease agreement showing the name of the tenant and length of agreement shall be provided.


Utility Bills

Utility bills are sent out monthly, the last week of each month. They may be paid without penalty by the 20th day of the month. Payments are accepted by mail or in person to:

The Government Center is open between 8:00 and 4:30. A payment drop box is also located at the Village Government Center in the black box (with a label DROPBOX) in the parking lot. Please do not put cash payments in the drop box.

After the 21st of the month, bills will be considered delinquent and a 10% late penalty will be charged. Customers that have past due balances in arrears will be subject to shutoff. The Village will provide the customer with a termination notice, securely attached to their home 10 days prior to termination, which will be considered a Final Notice and their account will be charged an additional $20.00.

Services shut off due to past due balances will be subject to an $100.00 reconnection fee. All charges including the $20.00 Final Notice Delivery Fee and the $100.00 reconnection fee must be paid to the utility clerk prior to the service being restored. There will be no exceptions to the above unless granted by the Village Administrator. Any disputes on utility bills must be brought to the Village Administrators attention before the bill becomes delinquent.

Those who are unable to make payments on time, may enter into a Utility Payment Plan Agreement with the Village BEFORE the payment is due as defined within the Water and Sewer Rules and Regulations. Please call the Government Center to discuss options if you are unable to make a payment on time.

ACH Withdrawal

The best way to assure you never miss a payment is to sign up for ACH automatic withdrawals. There is no fee and the application is very simple. Download it here. You will then receive a monthly email from the Village for your bill and receipt. It is that easy!

Property Owners

Property owners are always liable for utility bills per the Water and Sewer Rules and Regulations. Should a problem develop in collecting from a tenant at any premises where there is a single line of service entering the property, but where separate meters exist inside the building, the Village will notify the property owner and the bills shall revert to the owner’s name and be sent directly to the property owner if not paid.
